Over the last 20 years, the insurance industry in our country has developed rapidly with much compensation for before. The insurance market has formed a rather large scale. The number of insurance companies has been increasing. According to the time of entering the market and the present scale, the property insurance companies in our country belong to three echelons respectively: first founded PICC , then PAIC and CPIC, and the other companies. It is well-known in the field that the insurance industry is now in the elementary developing period. Based on different resources, various property insurance companies take different strategies in the same market to participate in competition. What company, strategy, product and service the market needs are not clear and demand testing. On the other hand, it is clear that analyzing industry surroundings abundantly and deeply is the important prerequsite to forming strategy. by joining the property insurance industry to the developing stage of its own, the Z Company puts forward organization expansion extension―developing way and makes it as the basic strategy. As to the Z Company, which is in the third echelon, what it faces is not the problem of developing, but the problem of living. only after knowing clearly what it wants to do and is able to do, then having nice market, society, product and service locations respectively can it focus it forces and achieve the desired results. All the analyses show that the company location determines the organization expansion strategy for the Z Company.
