| This paper aims at using the theory of the new institutional economics to analyses and appraises the financial institutional changes' performance for over 20 years in our country, and tries to probe into the new space and estimate the risk during further implementing financial institutional innovation at the present stage. First of all, the article proceeds with the theory of the institutional changes, retrospects to the changing course of the financial institution in our country over 20 years, analyses its characteristic, and objectively appraises the performances. It makes a concrete analysis of the non-balanced state at the present stage in four aspects including financial organization , market system, macro adjustments and controls. Secondly, It puts forward the motive, purpose and restriction factors in the innovation based on the non-balanced state of current financial institution, and has strongly prosed the control power of our government and the key effect of political banker in the innovation. Finally, It makes a concrete analysis of the risk of the innovation according to the analysis of structure of the institution, ideology ,etc.
