| Located in the mid-south of Guangdong Province and in the west of the Pearl River Delta, Jiangmen City, also called "Wuyi (The Five Counties)", has four county-level cities and three districts under its jurisdiction. Jiangmen is geographically close to Macau and HK and is a widely known hometown of Overseas Chinese. According to incomplete statistics, there are 3.76 million Overseas Chinese of Jiangmen origin living in 107 foreign countries and regions among which 1.5 million in America, accounting 68% of the total. The first recorded Overseas Chinese history in America is on people of Jiangmen native. The first Overseas Chinese Society in USA was also founded by people from Taishan, Jiangmen. And the "Chinese Language"prevailed in China Town is exactly the local dialect spoken in Jiangmen. Hence, Jiangmen is also honoured as the "The First Hometown of Overseas Chinese". Jiangmen municipal government has ever been attaching importance to the work of Overseas Chinese Affairs. Since the reform and opening up, party committee and government at all levels in Jiangmen made their every effort to protect the rightful interests of and consolidate the force of Overseas Chinese by carrying out Overseas Chinese policies, rehabilitating returned Overseas Chinese and their offspring, handling various affairs on farms, complaints, enterprises, ancestral tombs and donations which are related with Overseas Chinese. In return, Overseas Chinese have also contributed greatly to the social development and international exchange in Jiangmen. Statistics show that, since 2003, there is HKD4.90 billion of donation, 10.95 billion US dollars of direct investment by Overseas Chinese. Among 2656 foreign invested enterprises in Jiangmen, 89.4% are of overseas Chinese fund , including 80% of the total foreign capital of USD7.07 billion. However, the work of Overseas Chinese Affairs was lagged back in the new century due to lack of new time-serving thought, systematic research and limits in organizational structure, expenditure, personnel and inconsistence of leadership. In 2005, General Office of CCCPC and the State Council instructed to establish research group comprised of experts, scholars and Overseas Chinese Affairs workers, while depending on social force. This thesis holds that the key for Jiangmen's sustainable development of the work of Overseas Chinese Affairs is to actively introduce public administration decision-making theory and to set up long term scientific decision-making system, combining the merits of workers in Overseas Chinese Affairs and theoretic research, and further, to maintain the stability and sustainability of the work of Overseas Chinese Affairs. The ever changing domestic and international surrounding demands a scientific decision-making system in Overseas Chinese Affairs.The last two decades of reform and opening up has brought great wealth to the people and strength to the nation. China is enjoying healthy and sustainable economic development and more than ever democratic society, social stability and high international image and is an influential force on the world arena. China has never been so strong and so attractive to Overseas Chinese. And the work of Overseas Chinese Affairs has never faced so big challenge and so sound surroundings. New changes in Overseas Chinese demand a scientific decision-making system in Overseas Chinese Affairs. The work of Overseas Chinese Affairs is gradually socialized as the main body, subject, scope and outside environment changed and is more complicated than before. But once done, it is more influential and depth-reaching. It is hard to make right decision depending on personal or a few peoples'knowledge while facing such a crisscrossed systematic project.
