The state-owned commercial department reform is the entire economicrestructuring important constituent, relates the local economy development,social stability and the lives of the people, is a complex systems engineering,also an important task of all levels of local government. The fact indicatedthat, passes through many years exploration and the practice, should say thestate-owned commercial department reforms the goal, the significance, thedirection and the way have basically been clear about, and accumulated therich reform experience, has obtained the remarkable reform result, this is amainstream which the state-owned commercial department reforms. But,simultaneously we also should see, the state-owned commercial enterprisesreform still faces the extremely arduous duty and the quite complex situation,has some contradiction and question which some explained with difficulty,directly influence further going of state-owned commercial reform. Howcorrectly know and solve the difficulty and hot point of current state-ownedcommercial reform, the key of whether the reform obtains final success.Specially the local government took as investment representative of thestate-owned enterprise, how correctly enter into the spirit of a role in thereform, exercises the authority, fulfills the responsibility, display function,has become the key of whether pushing forward reform of state-ownedcommercial enterprise and obtaining final success.According to our national condition and the state-owned commercialenterprise's actual situation and the reform basic experience of reform basicdirection on strategic adjustment of local state-owned commercial capitalshould promote state-owned commercial capital to centralize strategicindustry and find which state-owned economy displaying guiding function,from competitive profession and domain withdrawal.The local commercial department basically is which engaged inprofession and so on wholesale, retail sales trade, dining, life service, withdispersible mesh point, smaller scale, less capital, lower profit level, andfinancial contribution, although these activities are close relating to people'slife it has little influence to national economy. Under the market economycondition, the diversified economies ingredient massively enters thecommercial domain, causes the state-owned commercial departmentcompetition to feel weak, the self-management ability unceasingly drops, themanagement loss was serious, has enlarged the local finance burden, andaffected the resources optimized dispositionTherefore, for effectively displays the state-owned capital to the entirelocal economy strut and the impetus function, forms the local economic thepositive cycle, realizes state-owned capital disposition domain fulloptimization, so the state-owned commercial capital withdrawal from sphereof commodity circulation imperative should be done.Looked from the reality of state-owned commercial capital strategicadjustment in other cities of our country, up to now, the reform pattern mainlyhad three kinds: One is the Zhuhai pattern; Two is the Shenzhen pattern;Three is the Shanghai pattern. The mainreason is changes the system not standard, catching up with schedule; Two isthe question insufficient of reform cost. The main reason is heavy debt of theenterprise, overdue bill, difficulty of charging cash. Some difficult enterprisereform cost is serious insufficient, only can wait for national, the localfinance support policy; Three, is question of transformation of staff statusafter reforming. the limits from the strict significance, the state-ownedenterprise reforms the withdrawal process is "two replacement". the capitalreplacement and staff's status replacement; Four is the question ofstate-owned enterprise staff's legitimate rights and interests.
