| Aiming to develop a scientific evaluation model for regional investment environment, the paper selectively analyzes the theories of industrial location, industrial organization and international trades, reviews the popular investment environment analysis measures and models, and discusses the factors that impact. From the angle of investors, the paper puts forward a hypothesis of building the evaluation indicators system with three categories of factors, namely, risks, opportunities, and operation, and builds the evaluation model with AHP methods. Quantifying every single indicator helps the discovery of strengths and weaknesses of the region, and the comparison and contrasts among cities as well. The paper makes empirical studies of the investment environment of Yuhang District, Hangzhou City with the model, and suggests approaches to improve the district's investment environment based on the empirical results.
