Research On The Evaluation Of Regional Investment Environment Of Pension PPP Projects

With the rapid growth of China’s economic level and accelerated urbanization,the demand for elderly care has been increasing,while the construction of urban municipal infrastructure has consumed a lot of national financial resources,the financial funds for elderly care services and facilities are relatively tight.Faced with the shortage of public pension resources and imperfect pension facilities in China,it is imperative for the government to develop pension PPP projects jointly with social capital in order to relieve financial pressure and at the same time stimulate the vitality of social capital for the purpose of achieving win-win cooperation.In order to improve the landing rate of pension PPP projects,it is especially important to conduct research on the evaluation of investment environment of pension PPP projects.This thesis takes the characteristics of pension PPP projects as the starting point,based on the theory of investment environment evaluation,and on the basis of previous research,firstly,the initial indicators are screened by correlation-main component analysis,and the final evaluation index system of pension PPP investment environment evaluation is constructed,including five primary indicators and 21 secondary indicators,involving economic,demographic,related industry development,pension PPP implementation environment,the five aspects of the infrastructure environment,and the indicator system was scientifically verified,thus proving that the final constructed evaluation indicator system can comprehensively represent all the information of the preliminary indicator system.Secondly,this thesis uses the PCATOPSIS evaluation model to analyze the investment environment evaluation of 10 regions in Henan Province,using the weights of principal components in PCA analysis method,the weighted principal component score matrix to get the weighted TOPSIS matrix,and calculate the ranking of 10 regions,and also conducts cluster analysis on the standardized data in the index system to verify the rationality of the analysis results,and further analyzes the regional the advantages and disadvantages of the investment environment are analyzed and development suggestions are made.The study shows that the established evaluation system can be objectively applied to the analysis of the investment environment of regional pension PPP projects.Taking the regional ranking as the standard,10 cities in Henan Province can be divided into three types of investment regions,and the investment environment grade is divided into superior,good and average.Based on the evaluation results,the current situation of the investment environment of the 10 regional pension PPP projects in Henan Province is combined,and then improvement measures and development directions are proposed to provide a theoretical and practical basis for the government and social investors to select investment regions.
