With rapid development of the informationization, the E-government has already become the important criterion of the modernization of a country or a region. The development of the E-government of China remains in a low level and the application does not cover a wide range. The ability of online transaction and online processing are very weak. The leaders of the government, the researchers and technical staff used to investigate the construction of the E-government of from the aspect of technology, but as the conclusion of this text, it is difficult to make an obvious change.On the analysis of the E-government construction of developed countries, to solve the problem above-mentioned, we should absurd the experience of American and European countries conduct in the ideal of CRM (Customer Relationship Management) during the process of the construction, and rebuild the ideal of CRM of E-government. In every step of the construct, such as design, implementation, and operation, the relationship between the E- government and the CRM should be fully considered so that we can build the E-government systems according to the users' purpose.As to the construction of the E-government of the basic unit, we should build on the bases of the communities and the corporations the local area, and focus on the object of online examination and approval, the publicity of the government information, inducting the investment, propagandizing and the public supervision. There are several work that we should do: increasing the supply of the system, making the objectives of the public management of the E-government, constructing the E-government according to the principle that easy first and difficult later, simple first, and complicated later, enhance the service ideal which center the need of public and the corporations, improving the application level of the E-government.
