An Analysis Of Municipal District Governance

Municipal district is an important subdivision of the administrative system in China. As a concept in geographical, political and legal category, generally it corresponds to the county. The status of Municipal district in the municipality directly under Central Government is similar with autonomous prefecture.The predicament in governance of municipal district becomes to hold back the development of municipality and municipal district now. This thesis tries to further clarify the origin, background, characteristics and evolution skeleton of the competition and predicament in governance between municipality and municipal district by sorting out of the development process of municipal district. It points out that the enhancement of autonomous behavior and the appearance of individual benefit cause the competition and the predicament in governance. The existing County-under-Municipality system, financial system and economy-oriented achievement check-up system accelerate this process, radically, it is a question of local property. On how to get out of predicament through reform and innovation, so as to establish a favorable interaction relationship between municipality and municipal district for mutual benefit ,this thesis advances establishing effective local property system to regulate the competition between municipality and municipal district governments by demarcating local property rationally. In addition, it gives two specific assumptions, that's to keep the existing framework and set the mode of formal district and substantial township.
