China’s economic has a rapid development after the reform and opening up. In2010, Chinese GDP had exceeded Japan, became the second largest economy in theworld. China’s rapid economic development is known as the “China miracle”, onthe explanation for “China miracle”, there are many point of views, but they arestill unsettled. Many scholars believe that the local competition lead to the “Chinamiracle”. The local competition is necessarily pros and cons, the local competitionin a huge economic interests at the same time, the consequences of excessive by thelocal competition is very serious.Why there is such fierce competition in China’s local governments. We believethat the promotion game between the local officials, is a main reason for thiscompetition. Based on the date of the six provinces of the west, the six centralprovinces and15sub-provincial city, constructing the ordered probability model,empirical studying that there is a positive correlation between the promotion ofmunicipal officials and the local economy. Then, as the key assumptions to build agame theory model, in theory, analysis of the intrinsic motivation of local officialsas a political game, and actively develop the local economy.Finally, in order to avoid competition of anomie, this paper puts forward somesuggestions. The subjective aspect, should improve the local governmentcompetition ability to avoid excessive competition. The objective aspect, in orderto promote the benign development of the local competition, we should perfect theachievement evaluation system of the local officials and create a good competitiveenvironment.
