After cold war, Social Democratic Party of Germany, facing a series social problems including economic globalization, ageing population, ailing prospects for labor market, emerging negative effect of social security, challenge from economic crisis and recession, impact from change of political power and shaking political position of the democratic socialism, which become severely threats to German social security system and Social Democratic Party of Germany, has made an adjustment of its existing social security policy. Through exploration and debate in 1992-1993, Social Democratic Party of Germany reached a consensus on future development of the social security policy. Based on the consensus, the Party mapped out new social security policy characterized by increasing government expenditure to improve security of social welfare, and put forward in German general election in 1994 the policy to keep existing social security system and not to cut down social welfare. After that, Social Democratic Party of Germany made a regulation of its social security policy, and put forward frame of reform of social security policy to unconditionally shift German Government's burden and employer's burden on to the common people of Germany. Then, in its election program, the Party put forward its reform policy to unconditionally shift German Government's burden and employer's burden on to the common people, which was designed for German General Election 1998. This marked basic formation of the after-cold-war reform policy of the social security policy to unconditionally shift German Government's burden and employer's burden on to the common people. Following the policy, Social Democratic Party of Germany and German Green Party signed common cabinet-organizing agreement titled "Origination and Innovation----German Road toward the 21st Century". This agreement set out frame principle on reform of German Red-Green Government's social security policy to unconditionally shift German Government's burden and employer's burden on to the common people. Issue of this agreement marked a new stage ---development stage ---of the reform policy. Soon after taking power, German Red-Green Government reduced expenditures for social insurance and decreased payment rate of pension. In addition, the Government also put forward its medical security policy cutting down social welfare as one of this reform policy. Soon after publication of the above-mentioned policies, the Government mapped out pension reform plan and medical insurance structure reform act. In 2001, German Congress passed the pension reform draft to unconditionally shift German Government's burden and employer's burden on to the common people, and followed was the Government's complement to the reform policy cutting down social welfare. Marked by putting forward of the German Red-Green Government's reform plan named "Agenda 2010", Social Democratic Party of Germany made a complete reform of its social security policy. At present, German Red-Green Government's all-round reform policies of social security policy of cutting down social welfare to unconditionally shift German Government's burden and employer's burden on to the common people are getting approved and carried out one after another. Social Democratic Party of Germany's social security policy after cold war includes the following five aspects: 1. After cold war, Social Democratic Party of Germany tries to force the common people to unconditionally accept its social security policy of cutting down social welfare to unconditionally shift the Government's burden and employer's burden on to them by making a relative complete exposition and explanation. 2. After cold war, what the Party actually pursues in aspect of pension security is a social security policy cutting down social welfare, which is characterized by greatly lowering pension security level and increasing burden of the common people to unconditionally shift German Government's burden and employer's burden on to the common people. 3. After cold war, what the Party actually pursues in aspect of medical security is a social security policy cutting down social welfare, which is characterized by greatly lowering medical security level and increasing burden of the common people to unconditionallyshift German Government's burden and employer's burden on to the common people. 4. After cold war, what the Party actually pursues in aspect of unemployment security is a social security policy cutting down social welfare, which is characterized by greatly lowering unemployment security level to unconditionally shift German Government's burden and employer's burden on to the common people. 5. After cold war, what the Party actually pursues in social subsidy is a social security policy cutting down social welfare, which is characterized by an all-round cut-down of social subsidy from German Government to unconditionally shift German Government's burden and employer's burden on to the common people. Based on the above-stated, this article will draw the following conclusions: 1. After cold war, Social Democratic Party of Germany's social security policy produces some negative influence while playing active roles. 2. After cold war, policy-makers and theorists with the Social Democratic Party of Germany have made a lot of explanations on the basic value such as "justice"and "mutual aid", etc, but it cannot work well to either solve contradictions between justice and efficiency or cover its class essence. 3. After cold war, the Social Democratic Party of Germany's social security policy cuts down welfare expenditures while playing more importance on market effect. 4. After cold war, the Social Democratic Party of Germany's social security policy, to some extent, becomes a chip of the Party for combating between parties. 5. After cold war, carrying out of the Social Democratic Party of Germany's social security policy makes self-characteristics of the social security policy of the German Green Party gradually weakening and blurring. 6. After cold war, the Social Democratic Party of Germany's social security policy, in essence, is still a reformism policy. 7. Fundamentally, the social security policy that the Social Democratic Party of Germany pursues is a policy cutting down social welfare and safeguarding basic interests of the monopoly capitalist class to unconditionally shift German Government's burden and employer's burden on to the common people. 8.
