Analysis On The Ruling Strategy And Policy Of The SPD After The Cold War

Germany Social Democratic Party(SPD)is one of the most representative parties among all the west European social parties.After the cold war,the SPD has been adjusting and revising its theories and strategies constantly in order to stay in power.Its practice and experience of ruling is worth summarization and deep consideration.Through the analysis and summarization of the SPD's ruling theory and its theory innovation after the cold war,as well as the study on the course of the SPD's ruling and its participation in government,this thesis not only catches the vision of the gains and losses of the SPD,but also discusses its possible future development on the purpose of providing a reference for those parties in power on party construction regulations.This thesis embodies five chapters.The first chapter is a summarization on the history of the SPD when it is in power.On the basis of reviewing the foundation of the SPD and its historical succession,especially brief retrospection of its ruling history,the chapter tries to draw the outline of a transmutation picture of the SPD since its foundation to present situation,aiming at providing a clue and a logic starting point on the understanding of the SPD's essence,value appeal and its performance at different periods.By the expression of the crucial environment of international,domestic and within its own party that the SPD has to face after the cold war,the second chapter logically draws a conclusion that the SPD's theory adjustment and idea innovation are inevitable and both of them are have to confront with awkward situation.Through the changes of the SPD's party programs,this chapter uncovers the SPD's adaptive capacity to some extent.Besides,by the induction and refinement of the ruling theory of the SPD in particular,it also clarifies the SPD's political desire and social objective in order to lay a foundation for further analysis in the following chapters.The third chapter is the core of the whole paper.It places emphasis on the pectination and generalization of the SPD's ruling strategies and specific policies,with particular focus on the decipherment of ruling strategies such as "creating new economy", "constructing a social investment nation","establishing civil society","formulating new route of organization","practicing global governance" during Schroeder's period,which reflects its different kinds of effort in the implementation of its party programs that are aiming at resolving difficulties in the society and enhancing its ruling position in order to gain voter's constant supports.On the analysis of the SPD's practice and specific policies in economy,immigration,education,foreign affairs,management principles of Party-masses relationship,and especially its debatable benefit system and benefit policies, the chapter reveals a significant subject which is not only implicative but also dominant. This subject shows how western social democratic parties exert their power.Thus it provides a mirroimage for us to deepen our understanding in the essence of western social system,welfare states,and even western party policies.The fourth chapter mainly discusses the gains and losses of the SPD.Through the analysis of accomplishments achieved by the SPD after the cold war,the chapter points out its successes in the field of economy,society and foreign affairs in particular.By the analysis of its various performances when facing the crisis and predicaments,this part also states that the origin of the SPD's crisis lies in its own imperfection,and the challenges from external environment are the phans of the problem and contradiction. Then the chapter illustrates the SPD's all kinds of efforts after losing its ruling position in September,2005 and the innovations of its new program in 2007,and further predicts the SPD's possible future development.The fifth chapter shows the significance of this thesis.On the basis of research and analysis on the SPD's ruling experiences after the cold war,the chapter concludes three possible solutions to consolidate the ruling position for the ruling parties.The first one is to keep pace with the times and continue upholding constant innovation in theory;the second one is to focus on advancing social harmony and stable development;the last one is to work hard on enhancing the ruling ability.
