Transportation is one of the two supports of national economic development and has become a serious problem which obsesses urban development for a long time. The solution to the problem must depend on the organic combination of modern information technology and management skill. So setting up ITS (Intelligent Transportation System) has become an urgent task which confronts with urban transportation in China. Taxi is one of the main vehicles in a city,therefor proper traffic management toward taxis is a significant aspect in solving urban traffic jam. Under this circumstances, the 0/D charging system for taxies based on mobile localization information technology is brought up accordingly.This paper systematically introduces the principle of GPS (global positioning system), GIS (Geographic Information System), GSM (Geographic Information System) and the current situation of taxi in urban in China. Also, it presents the 0/D charging system for taxies based on mobile localization information technology. In the new charging system, the trip charge is determined by the information of origin and the destination. On this base, the driver, who concerns the trip time, can according to the Wardrop equilibrium condition to choice the min-cost path so he can arrive the destination as early as possible. The passenger, who concerns the trip charge, will not care which path the drive choices.It has a bright perspective of taxi 0/D charging system based on mobile localization technology. It is the inevitable choice of modern urban traffic informationization. This system will replace odometer mode in big and medium cities completely. It is the necessary request of improving technical development, social development, urban grade and traffic administrator level.
