The Logic And Path Of Standardized Governance To Coordinate The Relationship Between Government And Civil Society Organizations

Recently,the influence of institutional factors on the relationship between government and civil society organizations(CSOs)has received increasing attention.In order to improve the environment for the survival and development of CSOs and promote the formation of cooperative relations between the government and CSOs,the Communist Party of China and the government have carried out a series of system design and policy tool innovation.In particular,standardization,as an institutional arrangement to coordinate the relationship between government and CSOs,has attracted more and more attention.However,the existing research mainly focuses on the technical aspects of standardization and regards it as a policy tool to regulate the management of CSOs,but ignores its institutionalized function of coordinating the relationship between the government and CSOs.For this reason,this study focuses on the institutionalized function of standardized governance,and explores the theoretical logic and practical path for standardized governance to coordinate government–CSOs relations.Based on the standardization theory and governance theory,this research analyzes the two attributes of standardization as governance technology and governance mechanism.On this basis,an analytical framework for standardized governance to coordinate the relationship between government and CSOs is constructed.In the empirical research,taking Changxing County as an example,depict the process of standardization from a governance technology to a governance mechanism,and analyze the specific path of standardization governance to coordinate the relationship between government and CSOs.Through case studies,it is found that there are four main ways for standardized governance to coordinate the relationship between government and CSOs: defining the boundaries of rights and duties between the government and CSOs,improving the governance capabilities of CSOs,optimizing resource allocation,and promoting institutionalized cooperation are four ways to standardized governance to adjust the relationship between government and society.However,due to the influence of “Instrumentalism”,“Technology governance” and “De-embedding governance”,the actual effect of standardized governance on coordinate government and CSOs relations has been greatly reduced.In order to promote the profound change of the government–CSO relations,standardized governance should move from instrumentalism to cooperative governance,from technological innovation to overall reform,and from formal empowerment to substantive empowerment.
