China has officially become a member of the World Trade Organization (WTO). In joining the WTO and globalizing its economy, China's newly rised banks and foreign invested banks with their efficient mechanisms have an enormous attraction to the financial experts over at the government-owned banks, whose old and worn out systems are becoming obstacles to their development. Under this current condition of rigorous competition, building a methodical, reasonable, and highly effective government-owned commercial banking manager motivation institution is necessary and vital.This text first analyzes the manager motivation institution conditions of our government-owned commercial banks. In its analysis, it discusses the heart of the problems that exist in this type of banks, .along with serious consequences that can result from their manager motivation institution being fallen behind. Afterwards, from the point of views of centrally planned businesses, it examines what causes these government- owned commercial banks to be fallen behind, and points out that being one of the special government-owned businesses, these banks' defective systems and highly monopolized status are the real reasons behind its worn out and defective methodical systems. On top of this, the author uses capital theory of manpower, along with modern theory of inspiration, proposes that our government-owned commercial banks should create multi- levels of new improvement manager motivation institution, and other methods which are to promote a more efficient manager motivation institution. Following this, to find a basis for product-efficiency correlation, to provide a good environment for the new manager motivation institution, the text combines our nation's conditions and makes suggestions to deepen reform for the property rights of these nationalized banks, perfect the corporations' administration structure, and strengthen the profession's management market, etc. Starting with ones relating to salary motivation, emotional motivation. In addition, enforcements of the plan have to be done to ensure that it works smoothly, we should pay more attention to a few important problem. The text's ending presents the conclusion.
