From the 80's of the 20th century, industrial clusters began to develop in China which had gained glorious achievements during the following 20 years. However, the theoretical researches made by domestic scholars remained far behind practice which consequently made it impossible for governments to get a clear understanding of the characters of industrial clusters and therefore impossible to carry out effective policies to speed up the economy by cultivating industrial clusters. This article gives industrial clusters a definition on the base of predecessor's researches, and then induces and summarizes the types and characteristics of it and analyzes the spillover effects. And then, through the cost theory of microeconomics and economical gambling model, the author analyzes the radical reasons of the form of industrial clusters from the point view of "profits of assembling". And also, this article analyses those factors influencing the development of industrial clusters such as government, the process of technologies, production factors, marketing and so on. Furthermore, on these bases, this article puts forward effective policies of promoting industrial clusters which provide academic support for our government to foster and develop it though the analysis of the current circumstances and the problems existed.
