Now at 21st century, in the retail-booming China, China has entered in WTO (World Trade Organization) for three years; Chinese government has already abrogated the protectionism policy for all Chinese retailing enterprises. In other words, that the restriction for foreign invested retailing enterprise are not exit. When Metro Group-the top 3 retail group of world made good development for forty years, it became No.41 of top 500 enterprises in the world through opening 24 stores in China.The article integrates the theory of management and practice to analyze the successful course and experience of Metro (Cash & Carry), and summarize its rootstock of development is that successful competitive strategy system mainly, especially the overall cost leadership and differentiation strategy are put into effect.Therefore, the article discusses that take the more and more severe competition into consideration those domestic supermarkets must have progress in innovation and management idea to survive. The main aim of this article is just to give a reference by introducing the development and competing strategies of metro China. Chinese retailing enterprises should learn from Metro developing chain stores to realize scale profit advantage, taking the policy of boom sale with low profit, get the advantage in price basing on the cost advantage, optimizing the allocation of merchandise structure, pursuing price advantage and offering good service, adopting low price & super quality strategy, operation with strategy deviation, enlarge the credit. So, Chinese retailing enterprise must make suitable development strategy and insist on fulfilling so that they can build up their own competitive advantage and core competitive force.
