Spirit power is necessary for the prosperity and wealth of a country and the development of the nation. The modernization not only depends on the increasing of the material wealth but also on the strengthening of the spirit power. Comrade Jiang Ze Min first presented the "Three Represents" theory at the beginning of the 2000; he discussed this problem in many important occasions henceforth. Since the Sixteenth National Congress of the CPC the new central collective leadership attaches importance to the "Three Represents" .Recognizing the status and functions of the ideological and political education , it is a major issue in the enforcing and improving of the higher school ideological and political work. We should understand the importance of the higher school ideological and political education in the strategic level of the building socialism with Chinese characteristics.
