As a cultural phenomenon, popular culture appeared in western countries between the 1930s and 1940s. Due to its features of commercialism, popularity and entertainment, this cultural phenomenon developed rapidly at the very beginning, and greatly influenced the people's social lives and ideas. And just for this reason, the popular culture caused the concerns of western scholars from its appearance. In china, after the reform and opening, the popular culture was also rising up together with the development of all kinds of social causes. As an inevitable cultural phenomenon resulted from the process of modernization, the popular culture is gradually becoming the prevailing culture of our society.The influence of the popular culture on ideological and political education must not be ignored. This article aims to make clear the concept and features of the popular culture, and to completely grasp its necessity of appearance and development in China and its essential features. And on such basis above mentioned, this article analyzed the positive and negative influences of China's popular culture on ideological and political education, then puts forward the countermeasures to regulate the development of the popular culture and to strengthen the effect of ideological and political education.This article consists of three parts. Part I is to discuss the concept, process and features of the popular culture, especially of China's popular culture. Herein it is deemed that the appearance and development of the popular culture in China is a process of from imitation to localization of foreign popular culture. Here is to analyze the social, technological and mass basis of the appearance and development of the popular culture in China. The popular culture of today's China, not only has the commonness, such as commercial, recreative , penetrative and ideological, but also has socialistic, characteristic of the people and national characteristics that specially owned by China.
