National spatial planning is an necessary method of the development in a country and region, especially when economics developed to some extent, and the paradox between society's development and environment, along with the regional development into the next step. Spatial planning becomes the important step of realizing regional goal and coordinate-development. Since 100 years ago, the story of western regional planning and its re-rising can prove it .our country is entering into newly-development era, based on the rethink spatial planning experiment in the 80s of the 20th,we face a global, marketwise conditions. In Aug, 2001, the department of spatial resource took TianJin and ShenZhen as the first spatial planning city, which pull off the second spatial planning prologue, it called up the academic region and government to considered the spatial planning, and also took an active exploration about the spatial planning problems. Based on an introduction to the basic concepts and systematical structure of the national spatial planning, the characteristics, new idea and new trend in the reform of spatial planning system among the main member countries of EU, Japan, Korea and Southeast Asia are studied by an international comparative model.
