Human resource is the most active and most dynamic factor playingdecisive role among the production force factors, which is known as the firstresource for economic development and social development. 21 century is theknowledge economic era. Within the knowledge economy, men become thefirst dynamic for the promotion of economic development, then, the core ofinternational competition will also transfer to be the competition for scienceand technique and human resource.Government organization, profit organization and non-profitorganization have constructed respectively 3 constituent parts for modernpolitical field, economical field and social field. Public human resourcemanagement as a new personnel administration mode not only adapts togovernment organization, and its spirit and method adapt to non-profitorganization likewise. Human resource management replaces the traditionalpersonnel administration to be international tendency.The non-profit organization of our country belongs to childishdevelopment stage, and exists in backward position compared with othercountries over the world.Since under the long-term planned economy, the governmentmonopolized all resources, non-profit organization has yet no ability andnecessity to open up the space for its own existence and development.Chinese non-profit organizations in a transfer-type period (especiallydenoting pure public welfare institutions, mass organizations andnon-governmental non-profit organizations) need to seek for the existenceand development and draw and introduce the successful experiences ofhuman resource management from overseas non-profit organizationespecially the measures of human resource development giving priority to thevolunteer. To set up the cooperation partner relationship between thegovernment and non-profit organizations to form the encouraging mechanismand improve service achievement, and at same time to combine witheducation, practice and skill, resulting in promoting of double-winning formen's own quality and organization efficacy. Through competitivemechanism, guarantee mechanism, encouraging mechanism, renewalmechanism and control mechanism, apply the means of human resourcedevelopment, realize the transfer of mode from traditional personneladministration to public human resource management, enabling to fullydevelop non-profit organization's regularity, public welfare, autonomy,non-profitability, people-to-people and volunteer.Therefore, we should establish the human force as the concept of firstresource, carry out the development and management of human resource asthe volunteer to be the main body, set up the perfect volunteer serviceoperating mechanism. First, along with the establishment of Chinese marketeconomic and the transfer of government function, and in the realization ofthe reformation for "small government, big society", the social servicefunction of non-profit organization greatly strengthen to combine organicallywith voluntary spirit and social service. Through volunteer service, it is notonly beneficial to carry forward social prevailing custom, and helpful topromote non-profit organization for the establishment of the effective controlmechanism and service mechanism, and accelerate the improvement of socialservice ability and efficiency and raise its social competitive force. Secondly,the most remarkable characteristic of volunteer resource is initiative andactivity. Proceeding from the idea on basis of men, in the development andmanagement, we should regard the volunteers as men of living, ideal, sulky,requisite, disposition and expecting to acquire concern, understanding,respect and realizing one's own value, should create beneficial condition andestablish education and encouraging mechanism, to satisfy their requirementfor promoting one's own and realizing one's own value. Thirdly, referring tothe development of the volunteer resource, we should stress the integration.In the content of development, regarding the volunteer register as startingpoint, set up and perfect the auxiliary mechanism for the volunteer forecastand planning, education and training, achievement evaluation andencouraging etc.Simultaneously, we should strengthen the cooperation between thegovernment and non-profit organization, effectively develop and manage thevolunteer resource, promote sustainable development for the volunteer. Onthe one hand, the government should lead the mass actively for therecognition of volunteer service importance, and participate actively in thedevelopment of volunteer service; on the other hand, the governmentactively set up the conditions for the volunteer development through thedisposition of social resource, for instance, for the volunteer to set up trainingfacilities, for the volunteer training to provide the funds, encouraging thetechnique contests of volunteer service field etc., thus promoting thedevelopment of the volunteer resource.Along with China entering into WTO, the competition with humanresource as nucleus will reach to white-hot extent, especially the developedcountries "plunder"a variety of high quality human resource in the globalrange depending on their strong economic force and superior job and livingconditions, they apply high salary and flexible encouraging mechanism, toprovide favorable scientific and research funds and superior scientific andresearch conditions, to provide the advanced course of study anddevelopment chance, to provide stable job guarantee and the realization ofhuman nature management to attract the talents. In the meantime,privately-owned enterprise management talent and advanced managementmethod and technique, such as, achievement evaluation, total quality control,enterprise culture, especially the effect due to the application of humanresource management and development, produce stronger demonstrationeffect for non-profit organization. For this reason, the transfer of personneladministration of non-profit organization is extremely urgent.It is necessary to transfer from concept system. Exert efforts to buildgood internal and external environment for the people of talent coming forthin large numbers and make the best possible use of men. The strengthening oftalent is first resource for social development and science and techniqueadvance. The recognition for senior core talents being the short resource inthe first resource fully understands that the talent is base for career existenceand development, thus really forming good environment for respect-talent,care-for-talent, use-talent and protect-talent. It is necessary to furthereliminate the administration and monopolization of the institution from thesystem, and realize the break-off relation with the government as fast aspossible to develop the people-to-people and autonomy.It is necessary to transfer from recognition practice. The carryingthrough of the spirit of "men as basis"is about to place the prime importantposition for the cultivation of men ability and bringing the initiative into play."Men as basis"is about to make the knowledge possessed by men as basis.The knowledge includes scientific and technical knowledge and "experiencedknowledge"from the management. Hence, knowledge economy in the realoperational process for human resource development and management is theknowledge to regard as the most important element in its process for thedisposition and spreading, in fact, it is the process for men disposition,training and management. Just owing to the importance of knowledge andscience and technique and men also being their living reflect, the point ofview which is conformity to modern management for knowledge economyfeatures, moves the purpose from to manage the men towards to treat menwell, and cultivate and develop men's potential energy and even movetowards overall cultivation of men and utilization of men. This "men asbasis"spirit is fundamental pursue for public human resource developmentand management, concretely reflect merits and achievements spirit,rule-by-law spirit, talent spirit, market spirit and division-of-right spirit.
