The Dialectical Analysis Of The State-owned Economic Reform And The Economic Theories Innovation

From the Third Session of the Eleventh Central Committee of the Party in 1978 to the Third Session of the Sixteenth Central Committee of the Party in 2003, the course that the economic system reform of our country has already passed by more than 20 years, the reform with economic system of market of socialism with Chinese characteristics has already obtained the brilliant achievement, But the state-owned economic reform was not still finished finally far. It is an innovative action to combine public ownership with market economy, it is with Chinese characteristics, in the face of such a question, there must be exceptional courage, new theory and practice to finish it at the same time. The Third Session of the Sixteenth Central Committee of the Party brought forward that shareholding system would be the public-owned main way of realization clearly for the first time. Public ownership realizes this fundamental transition of the form mainly, which has adapted to the constant development trend of economic marketization, which can help to consolidate and develop the public-owned subject position, strengthen and give play to the leading role of the state-owned economy under the socialist market economy system. " Two basic transitions ", mark the maturity in theory of socialist public-owned way of realization for my party, this is to inheriting, developing and innovating Marxism. As to holding the direction of state-owned economic reform of our country correctly, accelerating the paces of the SOE reform, setting up the socialist market economy system with Chinese characteristic and modern enterprise system finally, it has important theory meaning and realistic meaning.This text thinks, at present, for regarding as the central state-owned economic reform of the economic system reform, still involve a series of profound contradictions and questions, need to break through a series of obstacles. As to relevant ownership and a series of deeper, more concrete or more sensitive theoretical questions of the SOE reform, there must be further break-through and innovation. To continue deepening the economic system reform, which need us to continue summarizing the experience and lessons in practice, to pay close attention to innovation of theory at the same time, comply with a newer theory which also adapts to the need for new period productivity development to guide and promote state-owned economic reform constantly to deepen. Theory innovation is important foundation and prerequisite of an economic reform, insisting the innovation in theory is the fundamental guarantee of realizing the goal of state-owned economic reform. The author presented this paper in seven parts, as follows:The first paragraph: this text defines the intension and function of the state-owned economy. First of all, it defines the definition of the state-owned economy concept legally of our country; Secondly, explains several kinds ofstate-owned economy intension differently in the theory circle, namely defines the concept of the state-owned economy from the angle of melting abstractly and the functions and character of the state-owned economy; Finally, the understanding to the state-owned economy concept of this text is only confining to the enterprise aspect, this text thinks, the state-owned economy " includes state-owned enterprises, state-owned company and state-owned compositions in other enterprises". In addition, to the function question of the state-owned economy, this text has distinguished the general function and particular function in our country of the state-owned economy. The general function includes offering the public products, existing in the natural monopoly industry and being favorable to the national security etc. The particularity functions of the state-owned economy for our country lie in " bearing the function of the most important economic base of socialist state power", the control power of the state-owned economy has reflected the essential characteristic of the socialist society of our country.The second paragraph: this text reviews the reform course of the state-owned enterprises of our country briefly. This text roughly divides the reform course of the state-owned enterprises of our country into following several stages: In 1978 - 1982 years, the stage of simply granting power and allowing keep a bigger share of profits; In 1983 — 1986 years, the stage of implementing "switching from profit delivery to tax payment", " switching from allocate funds to the loan " to strengthen enterprises vigor; In 1987 - 1992 years, the stage of pursuing the contractual management responsibility system in an all-round way; In 1993-1996 years, the stage of setting up modern enterprise system and "invigorating large enterprises while relaxing control over small ones"; 1997- so far, the stage of getting rid of poverty in three years , structural adjustment, " debt-to-equity swap " and the stage of separation of main and secondary business activities. The reform in first three stages just carried on a series of adjustment between the country and enterprises on benefit relation, not involving the ownership aspect. Having reached the latter half section, the state-owned economic reform has got deepen to the aspect of ownership progressively, which reflection lies in" property right reform".The third paragraph: this text recommends and analyses two important viewpoints of SOE reform, namely "property right reform" and "ultra property right reform ".
