With establishment of socialist system market economy, the market mechanism has been playing increasingly large influence on configuration of resources. Everything has its good and bad sides, and therefore, either administrative configuration of enterprise operators or market configuration of enterprise operators will have both advantages and disadvantages. Secondly, it analyzes the present situation on configuration of state-owned enterprise operations, and points out that the main reason for low efficiency of the state-owned enterprises is the improper configuration of the operators.China has already established the socialist system of market economy, and therefore, the business operators should be resultantly subject to market type configuration. However, traditional administrative type is still maintained for configuration of the state-owned enterprise operators. The most distinct feature for administrative type configuration of state-owned enterprise operators is that the role can be exchanged between the administrative officers and the state-owned enterprise operators. According to demand, the government can arrange a state-owned enterprise operator to work in the government department, or have the operators interchanged between different enterprises as per same rank and level.
