| When we retrospect the construction course of enterprises'information system, many striking words and phrases will come to our minds such as "failure", "ineffective and isolated information island", "unbalanced investment", "to wait for or to look for death", "black hole"and so on, while there are so few fully successful examples that the numbers are disproportionate. The essay is written just about the recent situation of information system's construction, relatively systematically and completely discloses the factors discussed above and the complicated society, organizations and behavior mechanism behind those factors, also points out how great the factors influence the construction of MIS. The essay adopts a method of combining theoretic research and practical research as well as linking qualitative study and quantitative study. Theoretic research is based on the situation of our country and guarantees the knowledge and study level of the essay; practical research is the application and proof-test of theoretic one; qualitative study helps me make conclusion by analyzing from theory and practice aspects; while quantitative study is a feasibility proof for the conclusion which is achieved by qualitative study. The essay has several breakthroughs as follows: Researching the construction of MIS in the view of system, constituent element, success and failure, and making a conclusion about the principle that uncertainty will necessarily exist. Analyzing every phase of MIS and trying to conclude the uncertain factors in each phase. Classifying the uncertain factors in the construction of MIS with a proper method which is based on the character of factors. With the above results, analyzing each kind of uncertain factors, finding the key factor and proposing corresponding coutermeasures to reduce uncertainty. This is a general research involving a complete system including technology, management, organization aspects in the construction of MIS, the latter is the main point to be analyzed in this essay. The research is also relate to systematology knowledge, induction and deduction method for classifying, and various factor-analyzing methods. So the research adopts a method of combining theoretic research and practical research as well as linking qualitative study and quantitative study, in a sequence of "putting forward a problem"---"analyzing the problem"---"settle the problem", uses scientific research method, analyzing and classifying method. A large sum of graphs and tables also help analyse and explanation. The essay firstly researches the idea of systematology, makes a conclusion: uncertainty will necessarily exist in system, then demonstrates the point that if we carry out MIS construction, we will meet uncertainty. With the direction of the point, the essay particularly analyzes every phase in MIS construction: system plan, system development, system running and system maintenance, concludes the uncertain factors among them and makes corresponding research. Thereafter towards the character of uncertain factors, classifies them in different view of people, organization, technology and environment according to their character. Finally puts forward the countermeasures to conquer various kinds of uncertain factors. By analyzing, concluding and classifying those uncertain factors, we could find several traits of current MIS construction. Emphasizing technology and function, ignoring management and demand; Emphasizing the part and present, ignoring the whole and future; Emphasizing hardware and network, ignoring software and data; Emphasizing system and development, ignoring management and application; When we consider our countermeasures, we try to pay much more attention to something ignored than something emphasized. While we can't conclude all uncertain factors, and can't not bring forward all countermeasures. What we can do is to study the most important factors and the corresponding measures so that make them be the focus. In my view, the following aspects should get further research.
