A Sociological Study On The Uncertainty Of Network Information In Transitional China

With the development of information technology, the internet began to deeply influence people’s daily life, to reshape the individual’s social communication, and “network information”① has become an important carrier of social dynamics. Network information uncertainty phenomenon is the uncertain knowledge about the network information, especially based on past experience of the people. During the social transition, social contradictions and problems accumulates day by day. The uncertainty of social life gradually increase. Social trust structure begin to change, The true network information and false network information is blurred. Based on previous experience, the mass is prone to believe and spread the network information. Their network behavior is often accompanied by infringement, and cause certain negative impact. Beyond all question, in the period of social transition, the uncertainty of the social system changes, and the release of the social risk is uncertain, and social individual rationality is limited, leading to information asymmetry. These factors contributed to the social individual awareness about network information uncertainty in the period of social transition. The network information uncertainty phenomenon, as an objective existence in the network, is the information representation of the social contradictions and problems, representing the the performance of social structure tension and weak function in the network society.Nowadays, network society and realistic society have mosaic structure in China. With further development of China’s reform, the social contradictions and problems, hidden under the interests solidification, enlarge and diffuse through the network. Network information becomes a reflection of social contradictions and problems. The negative effects of transitional economic and social development are as follows: unreasonable realistic social class structure, inadequate social safenet, ineffective social value system and so on. They gradually cause social low alignment, low trust, reflects the imbalance of social mentality imbalances under the social development. In the era of mobile Internet, social individuals can participate in the social reality through the network, reshape the context and field, resulting disordered release of network information, concurrent dissemination of real and false information. In consequnece, internet rumors and network violence occur from time to time.Based on the above analysis, this study puts network information uncertainty phenomena in the background of social transformation in China, and use social transformation, social justice and network society as analysis tool. The study, from the perspective of sociology, defines the basic connotation of network information uncertainty phenomenon, observes the basic characteristics of network information uncertainty phenomenon, analyses of the distribution situation of network information uncertainty phenomenon, and the social causes of network information uncertainty phenomenon from multiple research perspectives.To explore the microstructure evolution logic of network information uncertainty phenomenon, dialectical analysis of the social influence of network information uncertainty phenomenon, puts forward the solutions of network information uncertainty phenomenon. The basic structure of this study is as stated below:According to the social science research "problem consciousness", the Introduction puts forward "network information uncertainty phenomenon" in China’s transition period, analyzes research significance from two angles of theory and practice. According to the internet rumors, network news and the network public opinion research, this study hopes to make progress in the definition, social causes, evolution logic and information power on the network information uncertainty phenomenon.The first chapter mainly studies the connotation, basic characteristics and distribution of network information uncertainty phenomenon in China’s transitional period. As can be seen, network information uncertainty phenomenon is distrbibuted in the field of politics, economy, culture and social livelihood of the people in China’s transitional period, which renders greater attention.The second chapter, from the macroscopic angle, examines the social causes of network information uncertainty phenomenon in China’s transitional period. The answer includes the realistic social structure causes, function causes, network society causes. In fact, network information uncertainty phenomenon is network projection of social contradictions and proplems. The unbalanced interest relations adjustment in social structure, social class structure segment, absence of social capital, lack of spirit of rule of law, lack of spiritual beliefs in social function, become a social soil of network information uncertainty phenomenon. In addition, the characteristics of "decentralization" in the network society, publish messages easily, everyone can release information through the network, and net interaction rules relatively blank, and network of the rule of law is not perfect. Internet marketer and ordinary Internet users become important subject factors of network information uncertainty phenomenon in the pseudo-environment of all kinds of social media.The third chapter, from the microscopic view, explore the evolution logic of the network information uncertainty phenomenon in China’s transitional period. Mainly along the chain of logic of "social injustice- network mobilization- expectations- power game", explaining the evolution of the network information uncertainty phenomenon, mainly discusses the formation and propagation of network information uncertainty phenomenon. Therefore, social injustice is the starting point of the network information uncertainty phenomenon; "low trust" structure of realistic society and information response mechanism is not sound; "weak control" of the internet information spurs people to trust online information. Netizens’ hatred for wealth people and officers, curious glimpse into the private affairs, spur them to network mobilization based on social injustice. Once uncertainty information matches with public expectations, false information spread easily, eventually leading to the micro power game of social forces in network field, and information power hedge the traditional power and finally, network information uncertainty phenomenon.The fourth chapter mainly studies the social influence of network information uncertainty phenomenon, including the positive influence and negative influence. As a barometer of social dynamics, network information uncertainty phenomenon can provide an indicator of social contradictions and problems for related departments. Network information uncertainty phenomenon, in linkage with real society, disturbs social order, causes the network violence, creates network populism, erodes the social identification and triggers social conflicts.The fifth chapter explores the solutions of network information uncertainty phenomenon. The chapter, set out to improve the network space governance system mainly proposes the following points: to improve the netizens media literacy; to improve the network rule of law; strengthen the network monitoring public opinion. From the perspective of strengthening government’s basic functions, the chapter mainly analyzes five aspects, including to regulate public power operation, to break the interests and class solidifying, to optimize the social structure, to reconstruct social capital, to perfect the government public service. By this way, the social soil of network information uncertainty phenomenon will be eventually eliminated.The conclusion reviews the major arguments of the paper and points out the possible research direction of network information uncertainty phenomenon.
