Analysis On The Governmental Function About The Environmental Protection And Economic Development

The passed 20 years witnessed a high-speed development and fastgrowth in economic strength as well as an important era of social changes inour country. However, looking back on this phase of glorious history, wehave to admit that these brilliant economic performances are achieved onsacrifice of the ecological environment in fact. Nowadays, the question ofdeterioration of the environment is aggravated day by day, not merelythreatening seriously the broad masses of the people's life and health, butbeginning restraining our economy from developing further conversely. Howto solve this important problem concerning the future of our development andhow to coordinate the contradiction between environmental protection andeconomic development, has already become our top priority. The ThirdPlenary Session of the 16th Party Central Committee of our party hasproposed " to insist on people first, establish a most inclusive, coordinative ,sustainable development strategy to promote the economic, social andpeople's overall development", and emphasized a scientific developmentpoint of view which is to " harmoniously coordinate development in urbanand rural areas", in different fields, in socio-economic fields , in humansociety and natural world, in domestic development and open policy tooutside world ". It is the right choice when we have thoroughly reviewed thedevelopment path and model of high pollution and high consumption and achoice made under the new historical condition to meet the request ofsustainable development. It is also a new demand for the transform of thegovernment functions at the same time.From a point of view of scientific development, economic developmentand environmental protection complement each other which are a dialecticalunity of objective economic law and ecological balance. What the scientificdevelopment view insists is the coordinated development of economy,society and environment. To practice the scientific view of developmentrequires the government departments to improve and change their definitionof development, giving full play to their due function in protection of theenvironment and promotion of economy growth, generating a transform froma traditional economy into recycle economy of sustainable development, andessentially dispel the sharp conflict between the environment anddevelopment since a long period. It is determined by the nature and contentof government's function. The government function means the duty andfunctions the national administrative organ undertakes in the course ofmanaging the national affairs and exercising administrative power. Thecurrent functions of the government are mainly in fields of economy, politics,society and environmental protection. With the constant change of economicdevelopment situation and the deepening mankind's understanding of thedevelopment problem , governments all around the world have alreadybrought the function of environmental protection up to an unprecedentedheight. It is an important task for all governments to establish a sustainabledevelopment view and insist on sustainable development path of economicconstruction. Government function of our country has gradually transferredits original core concentration of political function to economic function,environmental protection function, and social function. The method anddynamics the government uses to adjust and control the environmentalprotection function and economic function will determine the success orfailure of economy, society and environmental construction to a great extent.When the dynamics to the environment and economic behavior are proper,the total supply and demand is increasing, the beautiful environment remainsprotected, environmental quality is improving constantly, the economicenvironment is being developed in harmony continuously, the livingstandards of the people are being improved continuously, people's body andmind is being developed in a healthy way, that is to say the three are incoordinated and balanced structure. However, if the government laysparticular stress on economic development or on environmental protectionexcessively, and ignores regulation on the economic development and/orenvironmental protection, it must cause the out-of-balance and incongruousstates of the society, economic and environment.It can be concluded from above-mentioned analyze on relations betweengovernment , environmental protection and economic development that torealize economic development without sacrificing the environment, or toprotect the environment without any influence on economic development, toreach a win-win result of economic development and sustainabledevelopment of environmental protection, the government must useenvironmental protection function and economic function to give a macroadjustments on environment and economy. In my point of view, an overallanalysis in depth of government's function is a prerequisite of investigationinto the sustainable development of society and economy. To changegovernment's function effectively is the important condition to handle theproblem between economic development and environmental protection. As how to change government's function, the report of the 14th National Congressof our party points out that "The government's function, is mainly to practice overallplanning, decide the policy, offer information guide, organize and coordinate differentfields, provide service and supervision. " Generally, in order to realize economicdevelopment together with environmental protection, transforming of the governmentfunctions must be realized. Its direction is: First, to realize the transform of governmentfunction to " economic adjustment , market supervision , social management and publicservice " , to realize in an all-round way the change from " all-round government " to "limited government ", to transform from " a controlling government " into " a servinggovernment ", to transform from " the detailed function with big government " into " thewide function with little government ", to change from " power government " to "responsibility government ", with its core of changing from " all-round government " to" limited government ". Second, to realize the transform from "economic constructiontype government "into "public service type government ". That is to say the governmentshould do what it should do and leave what it should not do, and limit its behaviorstrictly within rule making and supervision, to create good environment of system forsocio-economic development and offer steady and secured public products and publicservice for society. The principle is defined in "Law on Environmental Protection of thePeople's Republic of China ", that "the environmental protection should be in harmonywith economy and social development ", pointing out that the dialectical relationbetween environmental protection and socio-economic development should be handledcorrectly. It also stipulates in Article 4 of "Law on Environmental Protection " thatenvironmental protection plans that the country drafts must be included in nationaleconomy and social development plan, the country shall take any policy and measure inthe economy , technology which are favorable to environmental protection to makeenvironmental protection work and economic construction coordinate with the socialdevelopment. This regulation has reflected environmental protection and contradictionof social economic development correctly, pointing out at the same time how to adopt acorrect attitude in handling the contradiction relation between them.
