Its special position hasdetermined the state-owned enterprise's basic functions of three respects: firstly,remedy market defect .Try to realize some social political goals that marketmechanism itself can reach as well as government with other intervene means.Secondly, develop strategic national industry, especially basic industry and newhigh-tech industry; Thirdly , as one of the public-owned ways of realization , itreflects the decisive strength of public-owned economy and the socialist states'strategy to national economy. Under the market economy condition, studying the objective foundationand development history emerging in state-owned economy of westerndeveloped country and summarizing the successful experience that thegovernments of various countries manage and adjust and control the state-ownedenterprise .For state-owned economy's strategically readjustments and thereforms of the organizational form and operating mechanism of state-ownedenterprise which our country is carrying on thoroughly at present, we canundoubtedly offer some beneficial enlightenment and reference , thereforehaving extremely important realistic meanings.
