《Decision on strengthening construction of ability of administration ofthe party 》passed by the 16th the Fourth Plenary Session Of the PartyCentral Committee proposed,the Party should reform and perfect thedecision-making mechanism, advance the scientific process. It is the greatsubject that organizations of the whole party and national governments at alllevels will further research and strengthening the decision-making scientificprocess has become the common understanding of the whole party.Compared with corrupt behavior, decision fault causes is more serious andhave already caused great vigilance of the Central Party Committee and thecountry. Though some scholars and knowledgeable people have alreadyrealized more and more soberly, the public still keeps the angle of the truequality of the party in treating the construction of ability of administrationand strengthening the party from struggling against corruption .The questionof the executive decision fault has hidden from most public attention, thedegree of attention and research of local government at all levels to scientificdecision-making are far from enough. This text divides three parts altogether.First part of this text expounded the important meaning of strengtheningthe scientific process of decision-making from five respects. First,strengthening government's scientific process of decision-making is thesummary of historical experience. The importance of the scientificdecision-making was stated with the fact of history by case of great succeeddecision and fault decision. Second, it is a demand for development of era tostrengthen scientific process of government's decision-making. The statementwas from the requisition for decision of different eras and nowadays thechange of the mode of production and development of science andtechnology put forward the inevitable demand to the decision-making. Third,it is a prerequisite of the scientific public administration to strengthenscientific process of government's decision-making. Decision-making is acore of management and all administrative behaviors are all the follow-upactivity of the executive decision. Fourth, it is the people's voice to strengthenscientific process of government's decision-making. The fault decisions oftenCause masses' strong discontent and even appeal for help collectively mainlyand scientific decision-making is inevitable to solve these problems. The fifth,it is the foundation of the harmonious society to strengthen scientific processof government's decision-making. It is mainly according to the theory that "the policy is the authoritative distribution of the social value " of David.Easton to explain the importance of science decision for maintaining thesocial stability, realizing society's harmonious.The typical case of the fault decision existing in our country at presenthas been analyzed briefly in the second part of this text. Fifth reviewed theenvironmental question appearing in the economic development as the centreof reform and opening-up of our country and analyzed the phenomenon ofout-of-balance attending to one thing and lose sight of another in decision.The third part mainly described the scientific levelhow to improve the government to make policy in term ofstructuring science decision systematically.
