China's Power is characterized by a 10 percentage of surplus in 1999 and a 7 percentage of shortage in 2004. What is magic is the occurrence of the set shortage after the opening of the power and coal price system and the reform of the power system focusing on the departure of factory and the net through competition. This article is to probe the reason of the shortage on an economic analysis basis and try to conclude the reason as a result of the contradiction between the productive force and relation of production in the circle of power system.This article consists of 5 chapters.Chapter 1 deals with shortage economy the economic and technical characteristics of power market, the specificity of power production and the traditional power market model in China.Chapter 2 is about the demand of power. 3 ways responsible for the power shortage are given. The direct reason is the rapid increase of industry and power-consuming factories. The ineffective model of resources-using and the air-conditioners at a full capacity calling for a deep reason.Chapter 3 is one about the supply of power. It is divided into 3 parts. The power shortage results from(i) not correct decisions and not rapid power production (ii) the coarse relation between power and coal (iii) the unsatisfactory structure of power source.
