Sincel980s, western academies introspected and criticized the traditional bureaucrat value orientation and organization of mode design, and produce some new management ideas with this at the same time, such as "managerialism ", " new public management", "public administration based on market", "enterprise type government", "post-bureaucracy" and so on. This text mainly analyses under this era's background, Singapore administrative system issue of rationality and the problems of the challenges faced. Singapore has walked from a developing country to a developed country. Her successful development model proves setting up one suit one's own national conditions administrative necessity, at the same time she proves that it must consider the background in conformity with one's own national conditions to adopt any kind of control mode. At first, Thesis explains to Singapore's political system, then analyses the main characteristics of Singapore's administrative system, and it includes the characteristics of three respects: Firstly, the power system of level control especially emphasizes authoritative conformity, and exists the powerful leader; Secondly, setting up the high-quality civil servant who subjects oneself to control team through politicizing; Thirdly, Singapore's high salary and tight law, and training the government's self-disciplining run a country.
