| With the development of the world economy and the expansion of international business activities, environmental problems have become more and more serious so that the problem of sustainable development is drawing most public attention. For protecting its own environment, each country adopts some certain measures that restrict or even prohibit the trade activities of some products in a direct or indirect way, which becomes the Green Barriers in the international business and trade. On the other hand, in the tides of economic globalization and trade freedom, the application of tariffs and other non-tariff Barriers is confronting more and more restrictions. Thus those protectionists turn to search for new protection tools for the trade. Under the confliction between the trade and environment expansion, the Green Barriers naturally become the most powerful tool to implement their trade protection. As a very important country in the international trade, the Green Barriers have greatly influenced the development of China's foreign trade and almost affected all the fields in our exportation. Therefore, to make a systematical research and analysis on the Green Barriers and their economic effects is very essential both theoretically and realistically.From the background and causation of their appearance, this paper introduces the basic contents of the Green Barriers, with a summary on their distinguishing features, and puts forwards a boundary to define the proper and the improper Green barriers. It analyzes the origin and effects of the Green Barriers from the point of view of the partial equilibrium and welfare economics. And on the basis of this, it gives out the corresponding countermeasures and suggestions on China's Green Barriers problem.This paper is divided into five parts. Based on the definition of the Green Barriers, the first part theoretically analyses the causation, contents and features of its origin, in which emphasizes the distinguishing boundary between the proper and improper Green barriers. The second part mainly focuses on the origination of the Green Barriers with their environmental externalities. In the third part it compares the different economic effects of Green Tariff, Green Payment and some other environmental standards, through the analysis methods of partial equilibrium and the welfare economics. The fourth part analyses the influence and impact of the Green Barriers to the international trade. In the last part it makes a prediction on the development tendency of the Green Barriers and gives out several corresponding countermeasures and suggestions feasible for China, as well as the problem of how to construct proper Green Barriers for China itself. |
