Study On The Late-developing Advantage Of The Leap-over Development In Western Minority Areas

Late-developing advantage theory origins from the early classical economic theory, the early systematic study is done by an American economist, A. Gerschenkron, his research based on the history of the economic development in England and the Europe continent area. After Gerschenkron, American economists M.Levy, Abramovitz and the other economists deepen and develop the theory. Internationally speaking, many countries have made great progresses through using the late-developing advantages. The theory of Late-development economics comes from study that is based on the development process of Late-developing economies. To some extent, the process of the development in china is a process in which late-development theory is used. Since the founding of new China, the country has given quite many policies supports, manpower supports, fund subsidy and large-scale direct constructional investment to the western minority areas, which enormously improved and promoted economical development and social progress in these areas. But as one of the largest developing countries, in China, the balance development between the east and the west has not reached. The unbalanced development doesn't math with the long-run goal. What is worse, unbalanced development has caused many dad effects on Chinese development. Since reformation and opening, for a long time, the developmental strategy is center on the east. This strategy makes the gap between the west and east larger. Meanwhile the gap between the western minority areas and the other areas, especially the part of the coastal areas, has become more and more larger. With the economic globalization, after China entering the WTO, and launching the strategy of the western development, it is the more time China needs balanced development than any time. Therefore, it has become important constituent of the economic and social developmental strategy to accelerate the minority area's economy and the social development for gradually reducing the gap and finally realizing the regional coordinated development. For this purpose, the country, at the right moment changes proposed the west development strategy that aimed at the balanced coordinated development, constructed the comprehensive well-off society, which is a historical opportunity for areas, especially western multi-national areas. Based on using the late-developing advantage theory to analyzing the late-development advantages and the late-development disadvantages, this article reviewed and analyzed the development history and the present situation in the west multi-national areas, and then proposed some preliminary strategies.
