Study On The Construction Of Social Development Mechanism In Chinese Western Minority Areas

Chinese western minority areas are the important national security area, natural resources reserve area, diversity cultural inheritance area and ecological barrier, the development of economics and society in western minority areas has important strategic significance on safeguarding national security, maintaining social stability, narrowing the regional gap and realizing the sustainable development. The western minority areas is mainly refers to Tibet, Xinjiang, Inner Mongolia, Guangxi, Ningxia, Guizhou, Yunnan, Qinghai, and some provinces which have plenty of minorities, such as Sichuan, Chongqing and Gansu. The western minority areas accounting for86.4%of Chinese western areas and96.72%of the national minority areas, the population of western minority areas accounting for72.32%of the national minority population, visibly, the economic and social development of western minority areas represents the development of the whole western areas and the national minority areas. Although the western development strategy which has global significance improved the infrastructure, optimized the ecological environment and adjusted the economic structure, the development level of western minority areas is very low due to the various factors such as natural, history, and the gap between eastern areas is expanding, especially the lower social development ability which restricts the implementation of the new round western development strategy, and have serious negative effects on safeguarding national unity, maintaining social stability and consolidating border.《The12th Five-year Plan of Economic and Social Development in People’s Republic》 put forward that:Putting further implementation of western development strategy in preferred position in regional development by giving special policy support, fully playing the function of ecological barrier, improving the construction of infrastructure and environment protection, and supporting industries that have special advantages. Increasing supporting the development of Tibet, Xinjiang and other national minority areas. Obviously, our nation make the economic and social development of western minority areas the crucial point in promoting the western development strategy.Based on the background above, this article selects "Study on the Construction of Social Development Mechanism in Chinese Western Minority Areas" as the main research contents. Based on the social development theories and practical experience at home and aboard. After further analyzing and detailed interpreting the economic development, social management, education and technology, environment protection, opening up and social security of western minority areas, we found that the main problem there is lacking of a set of scientific and reasonable mechanism to promote the implementation of the measures. This paper will bring mechanism design theory to researching social development in Chinese western minority areas, believing that a series of scientific and feasible development mechanism is the necessity in promoting social development in western minority areas.This paper according to the theory instruct practice, mechanism design run through the whole way, the article is divided into7chapters.Chapter1:Introduction. This chapter expound western development and "the12th five-year plan" as the background, and explain the realistic and theoretical significance of this research, and summarize the content and conclusion of the whole research, put forward the main researching methods and thoughts, and finally point out the innovation and weakness of this research.Chapter2:Social development theories of minority areas at home and abroad. This chapter mainly research marxist social development theory, western modernization theory, western dependency theory,risky society theory,mechanism design theory.scientific concept of development and practical experience in developing minority areas in Vietnam, Brazil and India, providing theory and practical support to constructing social development mechanism in western minority areas.Chapter3:Analyzing social development situation in western minority areas. Taking economic development as foundation, choosing social management, technology and education, ecological environment protection, opening up, social security as five indexes to investigate the situation of social development in western minority areas.Chapter4:Analyzing the defects of social development mechanism in western minority areas. This chapter mainly discuss the6defects including the law and regulation defect, social management mechanism defect, education mechanism defect, ecological environment protection mechanism defect, opening up mechanism defect and social security mechanism defect.Chapter5:The strategic framework of constructing social development mechanism in western minority areas. This chapter includes the strategic sense, strategic policy, strategic principles and strategic thoughts of constructing social development mechanism in western minority areas.Chapter6:The strategic keys of constructing social development mechanism in western minority areas. The whole social development mechanism divided into5Sub-mechanisms, through constructing social management mechanism, the education development mechanism, ecological environmental protection mechanism, opening mechanism and social security mechanism to establish the social development mechanism in western minority areas.Chapter7:The strategic measures of constructing the social development mechanism in western minority areas. From the policy and operating perspective, this chapter puts forward the implemented measures of social management mechanism, the education development mechanism, ecological environmental protection mechanism, opening mechanism and social security mechanism, providing the path selection of constructing the social development mechanism in western minority areas.This paper reflects following innovation:Firstly, focus on national perspective. Taking the western minority areas as research objects not only conforms to the national interests, but also accord with the implementation of the western development strategy.Secondly, based on international vision. This paper not get bogged down in the Chinese western region or the whole China, but look onto the global world, and summarize useful measures taken by some countries to enlighten social development of Chinese western minority areas.Thirdly, highlight mechanism design. Mechanism design theory provides a new perspective and solution in research of development, and contribute to handling the problems in the social development of western minority region.This research finally design a set of social development mechanism which suits for the western minority areas based on the enlightenment brought by theories and practical experience, In constructing this mechanism, we must take the sound legal system as the forerunner, take the innovative social management mechanism as the core, take the technology and education development as the foundation, take the optimal ecological and environment protection mechanism as the premise, take the opening mechanism construction as the pathway, and take the society security mechanism construction as the support. Through the construction of social development mechanism will make the development of western minority region more targeted and scientific, speed up the local social progress and narrow the gap between the developed eastern regions.Mechanism design theory is esoteric and front, and the development of western minority areas is sensitive, complicated and crucial, thus realizing the social development of western minority areas by mechanism design theory is a difficult topic selection. There are neglect and omission because of related achievements is insufficient, and the limitation of my crossover study ability. All these problems will be remedied in further research.
