Study On The Restructure And Reform To Chinese Railway Industry

Since the 1970's, the restructure and reform to the railway industry had been lasting all over the world. In China, after the restructure and reform to some traditional natural monopoly such as telecommunication and electric power had been finished, it's the railway industry's turn now. By the latest theory of natural monopoly, adopting the method of mathematical analysis, compared analysis, objective analysis and theoretical analysis , in drawing lessons from domestic and international studies, the article raised the schemes of the restructure and reform to Chinese railway industry in detail. Firstly the article proved only the infrastructure management had the natural monopoly characteristic while the transport operation had not. Secondly, from Chinese railway industry's present condition of low efficiency and the descending market share year by year, the article pointed out that its essential reason was the "pyramid" type structure and the deadlock management system. Thirdly, on the base of the experience of the developed country's restructure and reform to the railway industry, the article raised the schemes of the restructure to Chinese railway industry: Separate infrastructure management from transport operation, Separate passenger transportation from freight transportation. Fourthly, the infrastructure management should be controlled in the area of investment, the fee of connecting networks and service quantity etc, combining the price upper limit control; for the freight transportation, we should concentrate on making the competition and creating the effective competitive environment.
