The Rural credit cooperatives (RCC) are regional rural cooperative financial organizations that offer the agricultural, the development of rural economic and the peasant the service of finance. Although going through a difficult and winding developing course, the RCC that developed continuously from small to big and from weak to strong have become the main force of rural finance and the financial link that connects masses of peasant. It is an important part of our country's financial system. Development and the ups and downs of the RCC not only concern the stabilization of finance, but also concern the development of agricultural, the increasing income of peasant and the overall steady situation of rural. At first, this paper reviews the institutional changes theory of Marxism and the western economics and points out the property of our country's RCC's institutional changes on the basis of analyzing the developing course of RCC. And then, this paper analyzes the current situation, difficult condition and the necessity of our country's RCC reform. Finally, this paper puts forward the basic train of thought to deepen the reform of our country's RCC, so as to offer some advisable points for the sustainable development of our country's RCC.
