The enacting and promulgating of the Constitution in 1954 marks the beginning of the socialist constitionalism in China. Since then, it has gradually developed from constitionalism of broad sense into that of modern sense. In this process, the CPC, the ruling party in China, plays the leading role. The expositions concerning constitionalism in Marxist-Leninist classics as well as the constitional theory and practice of it by the CPC during the period of new democracy provide the establishment and development of the socialist constitionalism with certain theoretical sources and foundation of practice. Reviewing the hard experience that the CPC went through in questing for the theory of constitutionalism and putting it into practice as well as the achievements and failures in this experience will shed a significant enlightenment to integrating the socialist constitutionalism, which is carried out from top to bottom by the CPC with the whole people.
