In September of 2002,the American government elaborated American "Preemptive Strike" strategy in "the U.S. National security strategy" . The U. S. government thinks the deterrent strategy doesn' t work to the "rascal countries" under the basis of retaliation strategy. So, the U. S. could attack these countries by the excuse of their having mass destructive weapons.The "Preemptive Strike" strategy has great influence upon the international strategic pattern and the international relations which is shown in Iraq War. The international societies are objective to the "Preemptive Strike" .This thesis will study the background, effectiveness and legititiveness influence and trend of the strategy.
