In recent years,international terrorism has already become an important threat that influences the peace and security of the international Community.Striking terrorism and safeguarding national security and social steadiness have become a common issue around the world.Since 1990 s,the rampant behavior of terrorism has made a number of large scale terrorist incidents.The situation has intensified so that no country can survive under the threat of terrorism.9.11 terrorist attacks in America in 2001 shocked the world,which made terrorism,enters into people's eyes,causing high attention.Terrorist group shows the world their power to destroy the world,which encourage the world to seriously rethink how to exercise the right of self-defense to counter attack.The right of self-defense is the right for state that can use force.After America started a war on an excuse of exercising the self-defense “preemptive strike” the application of self-defense right issue has caused international discussions.Whether the self-defense right can be used to strike terrorism,the ambiguity of the legal content of the self-defense right and the abuse of self-defense right,drag the development of international anti-terrorism.This paper will start from the legal content of self-defense right,analysis the current situation of the development of self-defense right.Discuss the possibility,legitimacy and challenge of exercising the self-defense right under the threat of international terrorism,combing the new characteristics of international terrorism.Through analyzing the measures taken by States to react to the threat of terrorism,it can provide some suggestions for China to react to the threat of terrorism and maintain peace and security of the world.
