Study On The Disposal Of Land By State-owned Bankrupt Enterprises During The Reformation Of Old Industrial Bases

The author engaged himself in social practice going right to the front line of state enterprise reformation, and he selected typical state-owned bankrupt enterprises and their relevant management department as his key object of investigation and interview. The author made a systematic study of some problems existing during the disposal of land by the bankrupt enterprises. Also, he made a theoretical study and research of some related problems such as the function of government and the action of enterprises in the reformation. Combining with comparative study of the theory and practice of urban land reserve management at home and abroad, the author put forward several specific proposals and suggestions. For example, exercise effective government supervision and organize to work out a special plan of structural adjustment of enterprises'use of land combining with urban developing aim, as to guide some specific works such as land displacement in the adjustment; establish supervision and management organization of state-owned land assets and exercise its status as the main body "responsibility, authority, profit"; regain bankrupt enterprises'right to use land by "administrative allocation"and bring it into government's land straightening reserve, thus to put an end once and for all to the waste caused by the decentralized use of land and the division of land for auction; set up "land bank"for the state-owned bankrupt enterprises; planning department should bear major responsibility of optimization disposal of land resources and so on. In addition, the author put forward some specific suggestions on land disposal and management systems of the bankrupt enterprises. To government's decisions and practical work such as state enterprise reformation in other cities especially in old industrial bases, supervision and management of state-owned assets and the reformation of old industrial bases, the problems and suggestions put forward by the author after his social investigation in Chongqing are of high value for reference and practice.
