Since the 1990s the Taiwan authorities began to take bolder steps towards their goal of independence, defying the "One China Policy" adopted by the Chinese government and its people. The Taiwan authorities have pushed the concept of Taiwan independence so hard that the policy of "Peaceful reunification and One country, two systems" is under great challenge, and that the peace of Taiwan Strait is endangered. In response to this, the Chinese government has launched a campaign of anti-recession and is determined to all the possible measures to smash the splitting effort on the part of the Taiwan authorities. At the same time, the People's Liberation Army is also making military preparations of which, according to this paper, the media warfare constitutes an essential part.hi this paper, the media warfare against Taiwan independence consists of two major factors: one is making known to the people in Taiwan our policies on the Taiwan issue at peacetime; the other is achieving media superiority over Taiwan authorities and its allies during the wartime. This paper aims at exploring the issue of improving the efficiency of our publicity effort targeted at Taiwan, and the Chinese army's capability of conducting media warfare. This issue is approached from the perspective of five co-related elements concerning the media warfare against Taiwan's splitting attempt. They are the importance of the media warfare, its functions and characteristics, the media forms it takes, as well as the strategies that should be adopted. By making reference to the media warfare involved in the previous wars both in China and abroad, the author of the paper summarizes the functions, procedures and features of the media warfare. In addition, the advantages of different media forms are also analyzed in the present study. On the basis of the discussion above, the author of the paper offers some suggestions with regard to the theoretical construction, organization management, and equipment development for the media warfare. On the basis of the communication theory, and the history of the contact between Taiwan and main-land China, as well as the present condition of the Chinese armed forces, the concluding part of the paper focuses on the future publicity effort target at Taiwan and the strategies that should be adopted both in time of peace and at a potential war. Theoretical and practical implications are discussed and futures studies are suggested.
