On Perfecting Of Our Country's Land Levy System

Land is the source of all production and all existence. Land is also the strategic resource of a country and the basis of a nation to realize its sustained development. Land especially arable land is no doubt the core of bases to China, a large country which has 1.3 billion people and whose people's average arable land is less than 40% of world level. However, since last 90s', with the speeding up of our country's urbanization and industrialization, construction land need is up, along with some defects of the system of land levy, these lead to indiscriminate land levy and even illegal land levying phenomenon in some districts. This not only consumes much scarce arable land but also leads to problems such as too low land levying compensation, too large land levying scope, abnormal distribution and management of land levying compensation, opaque land levying work and not well resolving peasants'life problems who lose their land. This damages peasants'interests, leads to peasants'complaints to a higher authorities and has a bad effect on social development and stability. So it has become social need and social focus nowadays to reform and perfect our land levy system to fully meat national construction land need and also maintain basic interests of peasants and national food security. Studying on our nation's land levy system has important and practical meanings.
