| Chinese Communist Youth League (CYL) is a mass organization of advanced youth lead by Chinese Communist Party (CCP), a school where the numerous youth learn communism in practice, an assistant and reserve of CCP. In nowadays-Chinese structure, CYL has three aspects of political orientations. Firstly, CYL is a youth organization of CCP (CCP is the party in power), so it needs to exert the function of assistant and reserve. Secondly, CYL is a mass organization to assist the government to administrate the youth affair. Thirdly, CYL is a young mass organization, which represents and vindicates the youth's material advantage, so its tenet is to serve the youth wholeheartedly. The object of youth affair is the whole youth. Youth affair is a work of exercising the scientific and professional methods, to promote the youth develop roundly, solve the youth problem, and ultimately promote the society to develop harmoniously. We can say that all the affairs referring the youth development are belonged to youth affair. 1. In revolution period, the work of youth affair administration would face opportunity and challenge. Dongguan CYL assists the government to administrate the youth affair, and represents and vindicates the youth's material advantage at the same time. At present, Dongguan City have 1,540,000 people of registered permanent residence, and more than 5,000,000 exotic people. Dongguan CLY have 130,000 registered CYL members, 67 First Class League Committee, 93 Second Class League Committee, and 889 League Branch. In revolution period, the characteristic of Dongguan youth life is having enough spare time, and high expectation; having strong consciousness of principal part, and obvious tropism of individual advantage; having diversiform life style, and leading consumptive tendency; having close contact with oversea, and thinking of international color. At the same time, the characteristic of youth affair is having territorial difference, variety, incompactness, complexity, defiantness and groper. All of these make the extending of overlay become imperative. China has entered the era of market economy. This brings new opportunity and new challenge to CYL. The opportunity includes the enhancive consciousness of all circles in society (especially the government leaders) of recognition the youth affair, the strong economy foundation to develop the work, the experience from Hong Kong, Macao and the West Country used for reference. The challenge includes the negative effect of economy quick development, the crisis of thinking and moral in society, the unperfected law system about the youth. 2,In revolution period, CYL should play the role of assist the government to administration the youth affair. Dongguan CYL should encircle the government's central task and combine the youth's characteristic to develop lively and diversiform activities, and draw the spacious youth together around the CYL; On the other side, CYL should improve the youth's political and comprehensive accomplishment, exert the youth's role as fresh activists, to contribute to quicken the development of Dongguan. (1) CYL should focus on youth affair, aim at youth colony, and take charge the macroscopical youth affair. Firstly, CYL should optimize the social environment for the youth's growth. It should assist the government department and unite the social group to push the actualization of the lawmaking and of policy and statute for the youth; it should sparkplug to construct a favorable consensus atmosphere actively, for the pullulation of the youth; it should push the basic establishments construction for the youth, to ensure the favorable habitation environment for the youth. Secondly, CYL should offer the information and advice of youth's problem to the government. With an eye to long-term development, it should strengthen the investigation of some important issues, which the government attends to. E.g. the issues such as the new transformation of the need of youth's survival and development; the new transformation of environment that affects the growth of the youth; in the process of cultivating the youth, the organic unification of technique character and personality character; the youth colony problems of disintegration, flowage and recombination.(2) CYL should face right to the youth, engage in and push the material and microcosmic youth affair. Firstly. CYL should push the diathesis education for the youth. It should assist the education department to push the innovation of courses, teaching material and teaching actively; it should mobilize the school CYL organization to cultivate a passel of teacher procession, who have perfect mastery of teaching and modern teaching idea, and adapt to the demand of diathesis teaching. And lead the young teachers to changeover from "education for examination"to "education for diathesis"; it should create all kinds of condition for the youth's leisure and entertainment. Secondly CYL should lead the youth to use the Internet healthily. It should quicken the construction of youth's web, and take possession of thinking teaching through internet; it should develop the education about internet moral education for the youth, penetrate the moral education into rich and colorful activities, and cultivate the youth's moral sense. Thirdly CYL should push volunteer service actively. It should lead the youth to take part in volunteer service correctly, envisage and satisfy their fairly demands at the same time; it should extend the field of volunteer service, especially the fields about construction of harmonious society and help the weak colony;It should innovate the means of service, try to construct the intellectualized network of volunteer service exercising internet; it should improve the specialization of volunteer work, and build a professional procession, which having high quality volunteers. Fourthly CYL should push the youth to carve out. It should stimulate the young enterprisers'sense of responsibility and lead them to return a favor to society, set an idea of socialistic advantage and prosecution to employ more youth and help the youth to carve out, for the purpose of lasting stability and durable peace and durative development of the society; it should help the youth liberate from the behindhand consciousness shackle of conservative concept, incompetent, satisfaction with actuality, seeking stability, and dare to start a piece of new land. Fifthly CYL should actualize the development project for the youth who go to town and engage in industry. CYL should optimize the circumstance for the youth to obtain employment and carve out. It should veritably protect the young workers'legal rights and interests, through establishing the networkincluding community center, station and hotline of vindicating rights and interests; it should strengthen the training and management of young worker to increase their comprehensive diathesis. CYL should carry forward worker culture to enrich the young workers spiritual life. On the one hand, it should develop abundant and various culture activities among the young workers, and scout and cultivate the culture talents among the young workers on the other hand; it should organize the volunteers and literature operators to go deep into factories and enterprises, comprehend the life of the exotic young workers, reflect their struggle track and explore their felling course through literary productions.
