The college and university education administrative litigation is a valuable topic which is well worth of research, but it has seldom been discussed totally and systematically up to now. Due to the further extension of the scale and the management powers for the students in colleges and universities, more and more disputes appeared. The students'rights should be valued and treated effectively the moment they are violated. This paper discusses these problems from the point of theory and practice. First, introduction It states the significance of choosing this topic and its main ideas; and also defines "administrative behavior""colleges and universities""suability"and "college students"; and sets the range of the study object of this paper. Second, the legal property of administrative behavior of colleges and universities. The administrative behavior of colleges and universities for students is public administrative behavior. The the special power of colleges and universities should be weakened. Third, the legal principle theory basis of suable administrative behavior of colleges and universities-----It is expounded from the point that colleges and universities are entitled status of administrative subject and that colleges and universities should be suable. Fourth, the range of suable administrative behavior in colleges and universities-----This part makes an analysis and argument on the range of the concrete administrative behaviors which can be disputed at administrative litigation law or not. I finally point out the People Court can accept these disputes as administrative litigation cases enrolment of new students, everyday management, discipline punishment, promulgation of the educational background certificate and the academic degree certificate from colleges and universities.
