In modern society, government confidence plays a core part in the system of the. society confidence. A well-built government confidence, which is a symbol of the legitimacy of the government and is in favor of showing a good government image, can create a friendly relationship between government and citizens. It can also enhance the efficiency and the quality of the public service. As a result of what mentioned above, a perfect system of the society confidence can be achieved. What's more, as a new perspective of modern politic ethics, the construction of government confidence is the most important in the works of advancing the socialist politic civilization. If the citizens don't trust the government, lots of social problems will arise. Therefore, the study of government confidence, the relationship between government and citizens and the value of confidence in public administration should be paid regard to in every one of the countries in the world.The thesis insists on the Marxist materialist dialectics, and tries to analyze government confidence with the theories in politics, economics and sociology. And in the part of the end, an economic model demonstrating the relation between the supply of institutions and the variation of government confidence is designed.The thesis is composed of four parts. In the first part, the concept of government confidence is formed before the characters, the development and the expressions of government confidence are discussed. The second part lays a theoretic basis with the theories of legitimacy, social contract, client-agent and cost of transaction. Then the third part, the emphasis of the whole thesis, puts a premium on the harmfulness and the cause of the lack of government confidence after the present conditions in some countries are concluded. Finally, the thesis gives some advices to build a good government confidence.
