International Legal Control On The Cross-boundary Spread Of Commutable Diseases

Large scale commutable diseases events broke out and crossed boundary seriously. They became the focus of the whole world. There are many reasons: accelerating pace of globalization and urbanization, people going abroad frequently, increasing of the earth's temperature, change of mankind's life pattern. All of the above shows that international legal control on cross-boundary spread of commutable diseases is very important, particular and urgent.The author is to find a legal system which is different from traditional regulation mechanism, based on legal philosophy, legal sociology and international law. Their theoretical foundations are as follows: ecological legal philosophy, social interests theory and global governance theory.The author's train of thought is: firstly, enhance the legal effect of international agreements on commutable diseases through the improvement of specific regulations. Secondly, control the fountainhead of commutable diseases, and establish the whole system which control commutable diseases from the beginning to the end. Last but not the least important, give social strength more rights so as to motivate kinds of social subjects' initiative, from the perspective of legal sociology. At last, the author comes up several measures: firstly, improve international agreements' system. Secondly, perfect safeguard regulations in other relevant international agreements. Thirdly, establish people's participation institution of international society. Fourthly, found an international legal control system of city health construction. Fifthly, intensify enforcement system of international agreements.
