The Study On Legal System Construction Of Higher Education Managed By The People In Our Country

Development of higher education managed by the people is inevitable requirement when higher education becoming popular in our country. In the rapid development process, higher education managed by the people meets legal difficult. "The Law of Promoting Education Managed by The People" and its implementation rule have been promulgated and with the implementation, they have established legal system of higher education managed by the people in our country, but there are still many problems in the legislation and the law enforcement. Therefore, it's essential to strengthen law construction for higher education managed by the people. There are successful experiences of developed countries in postwar: taking and strengthening legislation in private higher education, establishing a perfect legal system to safeguard and impetus the development of higher education. On the basis of successful experience abroad, the article proposed that the core content of strengthening legal management to be supposed to include legislation strengthening, the law enforcement. At the same time, the government should provide good legal environment for the development of higher education managed by the people, and colleges managed by the people also must run a school legally, standardize their internal school behaviors.
