This method of management of state-owned property is the state-owned assets supervision and administration authority authorizing the state-owned property right that is owned or possessed by this authority to some other organizations or individuals, and proved the essence of this authorized management and operation is to put the state-owned property under agency by agreement. Furthermore, the author also discussed about the development of the authorized management and operation in different historical time, and the goal and means of authorized management and operation.Part two, the author focused on the related issues of the main body of authorized management and operation. Firstly, the author gave out an identification of the state-owned assets supervision and administration authority and its function.Secondly, the author discussed about the positions of the state-owned enterprises and their top-managements, which is under a situation of unfinished restructure. And the focus was on the supervision relationship amount the different levels.Part five, the author gave out his suggestion on the improvement of the authorized management and operation system over state-owned properties, which includes: the common trend of the management and operation of state-owned property between China and western countries; definition on the identifications of authorizer and authorized; clarification on the main body of responsibility; the multi authorization and management methods on the different kinds of state-owned enterprises; and finally suggestions on the establishment of laws covering the management of state-owned properties.
