Research On The Sex Two-Vote System In The Election Of Villagers' Committee

Equal gender is an essential policy of China. Promoting rural women to participate rural community's self-governance actively not only is the important event of Chinese government, but also is the specific measure for government to fostering mature citizen society actively, but also is the major procedure for government to step in good governance gradually. In order to improving the election system, the basic government adopt gender consciousness in rural governance and execute "Sex Two-vote system", the "Sex Two-vote system" is the policy that the government attempts to solve the problem of rural women's politics participation. Based on the relevant researches both native and abroad, this article will adopt field investigation method to explore government policy's efficacy of interfering rural women's politics participation actively from equal sex visual angle. This article attempts to reveal the relations between the executing efficacy of government policy and the promotion of rural women autonomic consciousness, and how government policy to reduce the occurrence of "extrusive effect". This article includes five sections.The first section of this article introduces the genesis and the sample of this research, analyzing research significance, evaluating research actuality both native and abroad, ask the question of this research, defining the research's core concept. By field investigation method, this article will study the action of government that executes the supportive policy for rural women's politics participation. Thus advances two questions, one is whether or not the government supporting policy mobilizes numerous rural women's initiative? The second is whether or not the government supportive policy embodies protection tendency?The second section of this article analyzes the background of "Sex Two-vote system". The article includes three factors of background. one is the country gradually cancels agricultural tax and advances to build harmonious society, the second is the democracy context at the state political level and the awakening of the gender gradually come to main trend, the third is many rural women cadre can not pass the election. The Sex Two-vote system has special feature on procedure designing and practice operating.The third section of this article analyzes the women's participation on thebackground of "Sex Two-vote system". In ways of "process-event" mode, this section takes system's variation as the main line, the villages' women behavior as the dependent variable, village's society resources together with the township government behavior, village's man behavior and the other villages' behavior as the independent variable. It has a thorough analyzing on four typical events. It can be draw the conclusion such as the way and the action of politics participation of women entering to village's governance system not only relates to government supportive policy, but also relates to women's autonomic consciousness level. The action of women's politics participation emerges different peculiarity due to women's self-quality and consciousness of politics participation and self-autonomic awareness. At the same time, it embodies more or less that women's autonomic showing is the subjective factor of the supportive policy producing anticipatory effect. On the whole, this section answers the first question.The forth section evaluates the "Sex Two-vote system". This section takes the executive result of "Sex Two-vote system" as exploring object, evaluating and analyzing the system from positive factor and negative factor. The author considers that "Sex Two-vote system" ensures women successfully pass the election to enter to village's committee. F or government, the "Sex Two-vote system" advances the new method to solve the problem of women's politics participation reducing. Meanwhile, because of the policy design lacks consideration on changing women's verge situation, not completely embody protection tendency for women, and the policy produces "extrusive effect", thus the "Sex Two-vote system" can't completely embody supportive policy tendency. This section mainly answers the second question.The fifth section summarizes the two clues penetrating this article and draws some rough conclusions. The limitations existing in this research indicated as well.The innovation of the article lies in the following. The first is the object of the research. Judged by the basic cognition that women's autonomic consciousness has difference, selected the rural women on the background of "Sex Two-vote system". The second is the visual angle of research. In the framework of social gender, this article begins with the visual angle of governance and probes into the relation between the government supportive policy and women's autonomic consciousness level.
