Abstract: According to the international and internal situations, the report of the sixteenth Party Congress earnestly advanced: Confronting the influences of all kinds of thoughts and cultures, we must regard promoting, developing and fostering national spirit as the important task in building the high level culture. We'd put it into the process of raising the level of cultural lives and the process of civilians education and keeping the people of China in the spirit of going all out to make the country strong . Then the old saying"to promote and develop the national spirit"was changed into"to promote, develop and foster the rational spirit"and"foster"was added. It proved that our parties have enhanced the strength of raising the rational spirit. This is also given theoretical guide to our people.The study of promoting, developing and nurturing the national spirit is started from the procedure of giving the definitions of"national spirit"and"national spirit of China". The study includes that in the history of 5 thousand years of China, has formed the great national spirit of being united as one, keeping peace, diligence and courage and self-reliance and hard struggle . At the same time, the national spirit of China is a dynamic system; it will be improved and perfected with the development of society and change of times. In the process of national revolution, socialism revolution and socialism building, the Chinese Communist Party has been suited for demands of the ages and social development. Our Communist Party has enhanced and perfected the national spirit and made it to a higher level. It has great realism and historical meaning in analyzing to promote and nurture the national spirit because it can strengthen the cohesion and international competition power. It can promote the speed of attaining a moderately high standard of living and socialism building. In the paper, the author has raised the rule and key way of promoting and fostering the national spirit and expected that through it to form the circumstances of promoting and fostering the national spirit then to keep all the Chinese in the high spirit of going all out to make the country stronger.
