On The Contrast Study Of Surveillance Functions Between The National People's Congress Of China And The Congress Of USA

The National People' s Congress of China and the Congress of USA are the National representative institutions ,which are the important parts of national political power organs, and play very significant roles in the national political life, they perform much resemble functions , such as legislation and surveillance functions .However ,since China and the USA haveSome differences in the state systems, government forms, historical cultural traditional and ideology formations, all of these lead to some differences in function performs for the two national representative institutions , especially in surveillance functions. The Congress of USA as the national representative institution has accumulated a wealth of experience in surveillance function performs, its successful experience will give us positive use for reference for the perfection of surveillance functions and strengthen of surveillance efficacy for the National People' s Congress of China.We could find the gaps, questions and get some significant enlightens by taking a system analysis and contrast in performing surveillance functions for the two representative institutions. Although the National People' s Congress of China has accumulated some beneficial experience in surveillance practice since it came into being, compared with the Congress of USA performs surveillance functions, the surveillance work for the National People' s Congress of China should be improved and the surveillance systems should be perfected further.
