System of the People's Congress is the fundamental government system and mainly reflected democratic life in our country. The reform and improving of system of the People's Congress is the most important part of political reform and development. It determines the further development of administrative reform. Representatives of People's Congress at various level is elected by the people, so they must be responsible to the people and supervised by the people. According to the Constitution, representatives have various powers including legislation, supervision, determination, voting and appointment. They authorize parts of power to the government offices like People's court and procuratorate,then, supervise them. On theory, system of the People's Congress is the core of the democratic life. However, it have not been perfecte and correctly used for a long time. On setting up a system, there is a leading factor that influences its efficiency, that is, representatives, who cannot perform their duties with whole heart and soul. The shortcoming of part-time duputy to the National People's Congress will influence our rights of suprevision and decision on improtant things. It'll not be good for the representatives to raise their level and awareness. So it is necessary to refom this kind of system. That is, we should perfom full-time duputy to the National People's Congress not only on theory but on practice. Meanwhile, it has possibility to perfom this kind of system in China. At the same time, the reform should be done with many other kinds reforms, such as, the number of representatives, the fund, the frequency of conference and the report to the authorities concerned, etc.
